Kèr Kobjicizav (/ˈcobʤi/ /ˈcizav/ [ice; diamond] [best]) is a subtropical Town located in the Sti̊ci̊q Region of the Tetbur Commune.

The name Kèr Kobjicizav is derived from the Tauric language, as Kèr Kobjicizav was founded by Lush Lowcock, who was culturaly Tauric.

Climate

Kèr Kobjicizav has a yearly average temperature of 23°C (73°F), with its average temperature during the summer being a warm 27°C (80°F) and its average temperature during the winter being a cool 20°C (68°F). Kèr Kobjicizav receives an average of 289 cm/y (113 in/y) of precipitation, most of which comes in the form of rain during the summer. Kèr Kobjicizav covers an area of nearly 5 km2 (2 mi2), and an average elevation of 2056 m (6745 ft) above sea level.

Overview

Kèr Kobjicizav was founded durring the late 14th century in winter of the year 1255, by Lush Lowcock. The establishment of Kèr Kobjicizav was plagued by a lack of willing colonists. After attempts to pay people to resettle failed Lush Lowcock struck deals with nearby nations and communities to establish Kèr Kobjicizav as a prison colony.

Kèr Kobjicizav was built using the conventions of Tauric durring the late 14th century. Naturaly, all settlmentss have their own look to them, and Kèr Kobjicizav is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.

Kèr Kobjicizav is buildings are arranged within a network of restrictive paverstone streets which form a rectangular grid, where each block verries in size given the proximity of the paralell streets forming each section. The ocasional smaller block has been used to construct a park, plaza, and other communal structures. The town is protected by a series of wooden fences ringing the town's parimiter, which are likly intended to keep varrious beasts out of town rather than protect it from attack by any intelegent agents. The bare minimum defences has suffered a visible ammount of structural damage, leaving them effectivly useless. One can't help but wonder why the has not yet effected repairs.

A look around Kèr Kobjicizav has something terribly wrong with it. It’s impossible to put one’s finger on, but something is horribly wrong. Maybe it’s the way fog blankets the ground, but only in the connors of places. Maybe it’s the vermin scuttling between shadows in the corner of your eyes. Perhaps it’s the overcast sky which seemed to creep out of nowhere, or the distant howling of wolves. Everything is just a little too worn down, a little too dirty, or both. No one makes eye contact. Kids play quietly, but happily. Occasionally a passerby glances at you out of the corner of their eye, staring just long enough for it to be uncomfortable. People seem to be allowed to do as they please with little harmoney to anything. It feels less like a town, and more like a spot people just happened to place their homes. Regardless, you do not feel it would be wise to remain in Kèr Kobjicizav long.

Civic Infrastructure

Kèr Kobjicizav possesses a city-wide Aethary Link which provides Aethary access anywhere within its metropolitan. This allows citizens who can afford the relevant devices access in their places of work, and rarely homes.

Kèr Kobjicizav has a Guild of Nurses, which is tasked with caring for the elderly and infirm in accordance with local ordinances, religious values, and customs.

Kèr Kobjicizav has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Kèr Kobjicizav has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Kèr Kobjicizav's public wards, blessings, and other arcane systems.

Kèr Kobjicizav possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Town. Kèr Kobjicizav's grid is powered by hydrogalvanic generators.

Kèr Kobjicizav has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands.

Kèr Kobjicizav has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Cultural Notes

Kèr Kobjicizav's town hall was built using a different architectural style from the rest of the town. The style used is best known for its striking sculptural forms and often dazzling ornamental detail that characterizes the buildings general shape. The radiant colors, rich patterns, and symmetrical silhouettes employed by this style were backed up by rich decorative features including gardens, courtyards, extruded arches, domes, pointed domes, vaulted ceilings, elaborate painted and inlaid designs, and decorative sculptures.

Due to the actions of local Kami, spring is skipped in Kèr Kobjicizav.

The Dlurgraven near Kèr Kobjicizav are known to be more aggressive than normal.

Kèr Kobjicizav's citizens partake in a curious ritual relating to their local kami. It takes place in winter and involves creating small tokens to channel Summoning energies of tier 1 via throat chanting.
